That I was able to deal with the multifarious problems connected with the evacuees in addition to the ordinary work of this consulate-general was due to the willing service I received from my staff, who worked with utmost devotion for I have long hours, frequently from dawn until late at night. much pleasure in commending to your Lordship Mr. P.8. Stephens (acting consul), Mr. R.A. Finlay (vice-consul) and Mrs. A. Prismall (secretary).

5. I am sending copies of this despatch with accounts enclosed to the Governor of Hong Kong, the General Officer Commanding, China Command, Hong Kong, and to the Commodore- in-Charge, Hong Kong, for adjustment of ameunts expended on behalf of their various departments..
